it makes sense, if you think about it - aboard ship, they're taught to think for themselves when in battle, and to make use of what cover they have. They also can't practise all the big set-piece manoeuvres that the Line Infantry use, so they'd grow rusty in performing those which would mean that when it came down to it, they wouldn't necessarily perform them so well. Much easier to adopt and adapt Light Infantry drills and tactics.
